The Asia Science and Education for Economic Development Institute (AsiaSEED) was founded in November 1999 as a newly created Registered Non-Profit Organization, while its activities actually started from the year 2000. Since AsiaSEED is the successor to Japan-Indonesia Science and Technology Forum (JIF), we could say that we are not the “New” but in fact, fully versed and experienced in international education services especially in the preparatory education and twining programs.

Let me somehow introduce the activities of JIF as the basis of AsiaSEED. From its foundation in the 1980s JIF played an active role in science and technology exchange between Indonesia and Japan. Meanwhile, the cooperation between the two countries in investigating and solving various issues, including diverse cultural and educational matters, has been carefully guided through the discussions held by the Steering Committee at their annual meetings. These are held annually in either Indonesia or Japan. As an outcome of our discussions, the focus on human resources development, particularly on the need for intensifying higher education provision (university undergraduate and above level) in Indonesia, has been considered the most needed and beneficial key for the long term development and prospects of Indonesia. This concept, which was simultaneously matched with the Japanese governments desire to increase the number of foreign students in Japanese Universities, has successfully encouraged the Indonesian Government to increase the number of students dispatched in order to take up studies in Japan as well as other foreign countries under suitable loan-funds generously made available by the Japanese Government and The World Bank. 

On receiving requests from the Indonesian Government, JIF has provided various kinds of support to the Indonesian students who are enrolled in Japanese Universities. Our supporting activities are, as to say, taking care of students regarding their daily life, having follow-up visits, providing consultation to each student as needed, representing for the Indonesian Government in distributing scholarships to the students and paying tuition fees to each university etc. 

All our Indonesian students` excellent performance has built up, over the years, a very high reputation and as a result this program has been very highly evaluated by the Japanese Universities and those persons who gain first hand experience of our work.

In the 1990s, JIF expanded its activities to Malaysia, Thailand and other Southeast Asian countries. During this period, Loan-Fund Projects under the Japanese Government’s assistance programs were gradually implemented and JIF was entrusted as the organization in charge of these projects.

Malaysia Higher Education Loan Fund Project (HELP) Thailand Thailand-Japan Technology Transfer Project (TJTTP) SEA Countries + Bangladesh Asian Youth Fellowship Program (AYF) 

In order to serve the Loan-Fund Project in Malaysia, our preparatory education center was established in Kuala Lumpur. Here, Japanese Language education and a preparatory education to achieve some specific skills are given to the students before their enrolling in Japanese Universities. JIF also plays a major role in placing each student in an appropriate university and then in supporting the students when taking entrance examinations.

Building upon this progress, JIF came to be in charge of the whole process of the international education program for these students; covering such matters as, selecting the candidates, giving preparatory education aboard and implementing the monitoring program. This extends as far as the follow-up program to the students in Japanese universities and to the ones who already graduated and returned to their home countries etc. At the same time its activities were horizontally expanded to other Southeast Asian Countries where, over these 10 years, an increasingly deeper emphasis has been placed on higher education programs. In considering JIFs activities, we can see that what has now become AsiaSEED has indeed over 20 years experience in human resources and educational development. We are truly well acquainted with International education services among Asian countries. The essence of our activities is to enhance the development of whole Asian Region and the mutual understanding among Asian countries through cultural and intellectual exchange.   For the development of the whole Asian Region and for greater mutual understanding between Asian countries, we believe that there should be extensive and good cooperation between countries, and that Japan should increasingly deepen its understanding toward each Asian Country and vice versa.

AsiaSEED believes that this could be achieved by having the chance to learn more about each other. We heartily expect to have cultural and intellectual exchange by accepting more students from other Asian countries while urging Japanese students to go aboard to acquire more knowledge of those countries. By having such a wide circle of acquaintance among our Asian countries, we believe that close and firm relations among this circle should develop and that we could, together, advance toward the better development of and among our region.
